Environment art, question about workflow between modeling package, zbrush and substance

Hello, for some time Im concerned about question why some props and assets get sculpting pass others dont, and just use substance texture for some reason 
i wanted creating simple diorama and this question bother me what props should i sculpt and other just leave low as it

    It's totally down to what's more convenient and quicker to use for you.  Substances are super effective  for some natural tiles , man made things.    Zbrush is sometimes quicker to make initial objects rendered as height and color pairs  to feed into Substance Designer for scattering.     Manual sculpting is  often more easy and simple  for rock collections and making variations of photogrammetry scanned assets.  

    You just have to figure out what work flow is most efficient for you.  Unfortunately there is no single tool that makes everything easy, simple and perfectly real looking.

      Perhaps if we once see Substance designer working as a noice maker in Zbrush   it might be the thing  but I doubt it will ever happen.
