Substance Painter Normal Map Issue

I'm having a very weird issue with my normal map where it looks totally fine in the default substance viewport, but as soon as i either render it in substance or take it to another program such as marmoset to render it, I get extremely noticeable artifacting.
The normal map does show this artifacting on it, but why would this not show up in the substance viewport. It also didn't show up when I baked the normal map in marmoset.
I weight faced the normals of the low poly before baking, because I was getting artifacts, could this be the cause and is there any way I can keep the work I've done?
