Blender edit mode performance on Ryzen 3900x

Hello guys

Im faced a pretty wierd performance issue in Blender (from 2.82 to 2.9) in one specific case: selection of vertex, edges or polygons in object with vertex groups are extrimely slow.

For making a test and comparison me and my friend create a default cube, subdivide it few times to 786k polygons and select 15-30k vertices and add them to vertex group. After this:
On my side: selection on vertex/edges/polygons can took up to few seconds(!) even if i try to selec just 1vertex/edges/polygons.
On his side: everything looks the same in terms of performance, i.e. selection are done in less than portion of a 1 second. He can easilly use brush selection.
So difference are really huge.

Before test we check out Blender preferences to match them. 

Main difference between our systems:
My spec:
Ryzen 3900x, 64Gb RAM 2400Mhz (as Task manager says), GTX1060 3Gb/RTX2060 6Gb (i tested both card), WIndows 10 Home.

His spec:
Intel i9 9900k, 32Gb RAM unknown speed, RTX 3070, WIndows 10 Pro.

I know what Intel can have better performance in single core tasks, and selection of geometry in edit more only use first 5 threads of my CPU, maximum load which i registered during those tests was 18%. Maybe this is the reason?
