Few questions about texel from beginner

Hello!
Most likely my questions will seem completely stupid, but I do UV for only two days, and I cant find answers to this questions anywhere
1) Am I getting right, that in the task my client will say that the object should be, for example, 50cm long, texel - 600px/m and texture 1024*1024 or they specify only one thing or how?
2) Let's assume that I modeled my object and customer gives this requirements: 50cm long, texel - 600px/m, texture 1024*1024. So I scaled my object, unfolded geometry, put needed texel, set map to 1024*1024 and it appears that my shell are to small and I have half of UV space free. I can't scale shells, because texel will change, map also set, so I cant go for 512*512. What should I do then?
