(Maya) Edge Constraint and Circularize?

Can you constrain circularise to only move the verts on their edge. Normally in this type of instance in Max I just set verts or edges to edge(or whatever) constraint and then use regularize to make a quick circle without throwing the surface out to make the loops into a circle. Can't figure out how to force circularize in Maya to respect a contraint when it runs. Any protips?
