colleges that gives people a one-year program in art

I am an undergraduate student who majors in international economics and trade and worked for one year after graduate, I am not interested in my current job. I want to study art. Although I have learned sketches and oil painting for many years in my childhood, I have already quitted studying art since my high school due to the bad education system.

Now I want to pick up my dream. However, I don’t have portfolio. And I want to have that kind of one-year program that can provide me an opportunity to have a try, by which I may consider whether art is suitable for me or not.

Could you recommend me some college or university that has such kind of program to me?(I'd like college or university in Canada or Europe, but only in English). Thanks!
