I have a low poly soldier. Basically looks like this, without the pouches on the vest.
And I've been trying to figure out the best way to actually add these types of pouches to my mesh. I can create them just fine but I'm not sure about attaching them. I thought about beveling theme but was told that that wouldn't be a good idea. Keep it a separate object and parent it to a bone? Not sure how to go about this.

Will the clothes be customizable in a way the pouches will need to change places?

You can do it only from weight painting the entire pouch area to one single bone, or by constrainting the pouch geo to a bone, etc etc...

Then test, see what works, what doesn't. Nothing teaches like experience!
Add a new bone (per pouch, or one shared by both), and link it to the nearest spine bone.
Weight the belt pouches mostly to the new bone(s), and animate the bone(s) for secondary flapping motion.
The tops of the pouches you may want to weight a bit to the spine bone, up to you.
