Height map have information which i want to have on normal map, because not all software works good with height maps as bump

Buttt what if it isnt? People keep saying this but it isnt happening on my project. Does it still work for a mesh thats a 2D plane?

show us what your issue is
i assume you want your mesh to be displaced via heightmap while having a normalmap on top? if thats the case you need to use a shader that supports tesselation and displacement.

If your textures have no issue in Substance Painter's viewport, then maybe you should export combined normal instead of mesh-map-normal.
