Techniques for a rug?

I need to make a middle-eastern type rug with a design for a scene Im working on. Similar to this:

Anyone have any good approaches to this? Substance Designer would be great, but I think that would be time consuming. Using a free texture from somewhere is also an option, then throwing a detail normal on top. 

Anyone have any other options? Can't seem to find any good techniques for this that people have done.

    I'd certainly use designer. 
    Just break it down into distinct modular patterns and use a distribution map to place them in a tile sampler.  
    Designer is really good at these sorts of patterns as they're all mathematical in nature
