Does a program exist that can covert human video movement into a 3d model movement w/o mocap?

Does anyone know of a program that can convert video of people into 3d animated objects. ie… If i have a video of a human walking, it will convert that video into a dog walking like how adobe character animator/iphones animoji works with facial expressions. I was looking for a program that could mimic a a body movement into a animal movement from a pre-designed 3d model. Rough animation movements are fine. Something that I dont have to invest into a full mocap process.

Well if you're on a really tight budget you could try using ipisoft and Xbox Kinect to do motion capture:

That's probably the cheapest setup you can get, it wont necessary be the easiest to work with though.
