This is my first time working on clothes physics in UE4 and I don't understand why his coat is all up in the air when he is just standing in idle, why it's not falling to his legs as it's supposed to? I don't even know what is responisble for this issue.

I kinda have a feeling that you are expecting it to work without any setup. This is because you don't mention anything actually cloth setup related.
If you did, you need to provide some details about your setup.
Yeah, I did all of that. I think I got what the problem was - it's collision sphere sizes - they are just too big for the mesh.
