[Blender] Best way to project geometry onto a plane/cylinder?

Hello,

So I am trying to make a character in angel robes based on the image below.


I have a base mesh that I am already working with. 

What would be the best way of projecting the topology of my mesh onto a plane or cylinder that I can turn into the robe from there?
Turning the mesh flat and using the circle looptool doesn't work because the geometry on the back doesn't allow for a simple loop circle selection and it wigs out.
I am considering using the knife tool but that isn't the most surefire way cause I'll have to keep rotating it around and around to make sure everything is right and just wanted to know if there was a more efficient way of doing this.
