mirror plane degrees in [maya]

I don't really understand how the mirror plane degrees option in the mirror tool works in maya as the 360 rotation degrees only work when the object is orientated towards -z. If not then messes up with the degrees. I think i'm missing somthing but don't get it.
it's not very well documented too.
