Import character into 2019

Cant import character into 2019. Assets/ Import package/ only custom available. Navigate to fbx file and its missing. Import character functionality not visible from the install section of the unity hub. This is pretty frustrating. After a lot of searching I found the animations preview option. Installed activated included in current project, no change. I also followed a youtube tutorial but no luck still no option to import the fbx. Any help appreciated.
