I love that pilling texture on the jacket and would love to learn how to go about making something like that, but I can't seem to find online how to do it. Was wondering if any of you guys could help with this!

It looks like it could alpha cards sticking out of the jacket with transparency mimicking fuzzy strings sticking out. Or if this character was made with a Film/TV workflow, and reasonable polycount was not a concern, all of the loose strings might be little procedural generated meshes.
