If I open a png file in photoshop 2020, the color layers appear to be at half opacity (this baked in, actual layer is at 100% opacity), and there appears to be no alpha channel. Is this normal behavior? Am I setting something up wrong?

You can create the alpha channel from the Layer>Layer Mask>From Transparency.

That's the correct behaviour.
I think you do something like layer >layer mask> from transparency.
