[3DS Max] Why is my skeleton breaking?

The image below is for the same rig of a same character. The disjointed skeleton is just from an earlier version. For some reason its giving me the problem you see now when it wasn't doing that earlier. How do I fix this? They have the exact same hierarchy as well. I've tried linking and relinking spine 2 to spine 3 and vice versa but it must be something else because that isn't working. EDIT: I would also like to add that somehow the problematic skeleton bends quite nicely when I've using the "move" tool, it's just that it breaks when I'm rotating it.
