I recently discovered this captivating concept by Taehoon Kang. Beautiful scene. I instantly wanted to create it in Unreal Engine. My goal for this project is to improve my scene creation workflow.
After some tweaking with baked lighting and exponential height fog, here is what I got:
I'm currently using 1 stationary directional light and 1 static skylight. The skylight's default captured scene was pretty dark, so I opted to use a specified cubemap which I got from HDRI Haven.
For distant buildings, I'm using some from the Platformer Game sample project by Epic Games. These are basically buildings baked onto planes. They look satisfactory when viewed from a far distance.
I got the Flowers and Plants Nature Pack which was included in one of the monthly free marketplace assets. Decided to use some of the plants for the scene I'm making.
Tweaked some of the plants especially the colors. I might export some of them to Blender and make more complex shapes. Here is the scene so far:
Its coming along nicely. You can take a screenshot of the outside view and add some paint effect in photoshop to do that painting, maybe add some white in a corner to make it look unfinished...

Yeah. Once the outside is done, I'll do it exactly like you said
The achieve the desired look of the clouds, I used a Marketplace asset called Quantum Meta Clouds. This allowed me to place clouds on very specific locations.
