[Blender] Need feedback on boots...

Hello again,
I am having trouble wrapping my mind around how to create these boots in a way that is suitable for animation. With the boots I have now, they stretch and skew in undesirable ways when I try to create a running animation for example so I'm looking for some feedback on how this can be improved. I see a lot of guides on line for how to model boots but not exactly for animation.
For reference, I am trying to create something similar in style to Bruce Timms style of boots.
