Maya Vertex Paint from Texture without Blur

I created a cool stylized vertex paint texture for a blocky low res mesh from a detailed texture map in Maya.  You can see it in the images attached.  However now when i try to create this same look in Maya 2019.2 it always comes out very soft and blurry.  I have tried using "harden edge" which is what I did before however it always comes out blurry.  Any ideas?
