Odd rigging problem with the item tester.

Hello all!
I've been working on my "third" tf2 item (never uploaded the first one, and the jigglebones on the second are broken and IDK how to fix them.) and I've been having a, how you say, interesting problem.
My model, which is rigged to the bip_head bone, is attaching to a mysterious bone somewhere. I can tell because the item does not move during any actions. 
I have included a screenshot and have put my .smd and .blend files as a .zip file below, all help is appreciated.

(P.S.- Does anyone know if you can add jigglebones using the "edit qc" button in the importer? I'm getting sick of coding.)
