does anyone know how I can UV map the ribbon mesh hair cards after I have set them up without doing them one by one?

Using the default Maya 2018 UV Editor:
1-Select All your UVs
In the UV Editor:
2-Modify>Unitize
3-Cut/Sew>Move and Sew

Is it ok the the UV just sits in the middle after I do Move and Sew?

Depends on what you're after, but normally no, its not ok. You'd usually then move around the newly created shells to align with your hair strands in your texture.
