If your question is actually the second one : .jsx files have to be put in the Presets/Scripts folder, and they then show up under File>Scripts.

It toggles layer by name. All u need to do is change the name in the script and it would select or disable the layers with that name. It would be nice if there is a tab where u can place this script for easy access in the window instead of File> scripts everything u want to toggle layers.
