Decided to start a polycount thread for once about something I'm working on.
Blockout of shapes
Repurposing another head mesh for the face
Face now with eyes
Getting to the rest of the body and testing out a really messy method to get the skirt frills. Right is testing the flow to match the concept.

So far, the only crit I can give is that I think you should simplify the white cuff of the sleeves (over her wrist) just to help match the concept and style a bit more. I like that you got her feeling lean and strong too. Well done! Looking forward to seeing more progress
I have a couple points; Right now I feel the arms are drawing a lot of attention. The hands are a bit too large and maybe it would help to push the shoulders a bit more backwards like in the concept.
Also, don't fear the sharp angles! You captured them nicely in the hair, but it would add a lot of character if you apply that same sharpness on her forehead, cheeks, eyes and chin, just like the concept. Same goes for the dress, notice how each shape is very bold and unique, where in your dress the folds repeat a lot, and are very round and smooth, contradicting the energy in her hair and expression.
In short; don't be afraid to go all out and be expressive! Be bold in your shapes and be consistent in your shape language.
Good luck, I'm sure it's gonna look great! I can't wait to see it with colors
keep it up!
I know you're already past retopo just wanted to give my two cents
