Hey, your sculpt is quit blobby, and is missing a ton of details. Have you watched any tutorials on sculpting clothing? I've not sculpted clothes, so I can't give you any tips on workflow unfortunately.
It basically looks like a blockout at this stage. I don't see any folds. Even for a blockout, its premature...you are missing too many details to crit honestly.
As Ashervisalis said before you're going too highpoly too quickly and it's giving you a blobby mesh.
Try going really low poly to get the form of the pants, then once you can't refine the form anymore in your initial lowpoly do a subdivision and refine that, then when you can't refine that anymore do the same thing and repeat. This will let you get a much cleaner mesh.
