Height maps are jagged and pointy after updating?

So I hadn't updated to the latest version until recently and either something changed or I've completely forgotten how to generate a height map. I'm pretty new to the tool so it could go either way at this point, I'm hoping this is just user error but I cannot for the life of me figure it out.

I was taught to create a fill layer + black mask and then put generators inside the mask. No idea if that's best practices or if the workflow has changed or what, but I've had really nice results using various grunge maps in the past. I don't know what changed, but for some reason, no matter what I do, this is about the best I can get now.



Usually it's WORSE than this, this is about the best I was able to produce after a bunch of tweaking. My height is set at like .04 and this is like a soft blurry gray map with a contrast of 0.

What the heck is going on and how do I fix it?
