I heard that as a character artist it's good to have an example of a work based on a concept art. So I searched on Artstation for some good concept arts and asked for permission, but no one replies to me (apparently really good concept artists just don't visit Artstation that often)... Then I thought that I'll just use a concept art from an existing game, as they most likely don't care, but I read it's not a good idea to use a concept art that already has a 3D model, because the whole idea is to figure out how to translate 2D to 3D on your own.
So seriously, what do? I don't want to make some crappy model, I want something awesome, like this
https://www.artstation.com/artwork/R6GKr. Would it be good if I use a character from an anime (like Alucard or Zoro) and make a realistic human version? Or it is too seen as a "lesser" practice? I don't have other ideas, either this or an artbook from a game.

If money exchanges, then you're usually in legal territory.
That's because i have seen that many 2D artists are less active then 3D artist on Artstation so they probably won't see the message and if they see it they are usually ok to giving you the permission.
Obviously i'm talking about personal projects. If you take a concept of another artist, make it 3D and then sell it without their permission it's illegal.
