Maya - Cage Making - Tool scaling rather then expanding.

Heya guys an gals got some awesome feedback from here last time and fixed alot of issues, now for the final touch im trying to learn to make a cage. I was watching a TuT which explains them but the way the tool expanded the mesh was not working the same way for me, it was just "scaling" the mesh up not expanding it. Anyone know hwo to do this method in 2018 maya?

    You wanna go into mesh>transform and using local translate z value changes. If using an older version I think it was called Transform Components. That should inflate all vertices. You can start there then push and pull problem areas with a soft select to avoid mesh intersecting itself.
