Texel density, scale, units setup - what did I missed?

Hello folks.
I'm working on an art test for a company in my city. The things were going pretty smoothly until I encountered texel density.
I found several approaches to adjust texel density but none of them worked well for me.

Requirements for the model are:
2048x1024 texture
200px/m2 texel density
4px UV padding

From the topic about non square textures i learned that to have 2048x1024 texture with 200px/m2 density i should adjust propper TD and pack the shells on a half of the 2K square and then stretch them over the square.

Did as described and uv shells could fit the half of the square but after checking TD value varied from desired.

2. Advanced UV Normalizer and Texel Density Tool did the job but my UV could fit 1K square with plenty of free space left

My units setup
Display units : Metric
System units : Centimetres

The mesh itself fits the blueprint and the dimension shown in it
L : 4,455m
W : 1,85m
H : 0,997m

I do not understand what am I doing wrong and where did I messed up.
I suppose those requirement weren't just given to confuse me and when fulfilled right the UV should fill about 90-95% of texture space but not 40-50% like in my case.

Any help would be appreciated.
