[Blender] Problems to set some shortcuts

Hi,

I'm using blender 2.8 but I cannot find a way to set a shortcut to toggle vertex element snapping.

Same thing for the wireframe overlay display.

I've found this link:

But it doesn't seem to work on 2.8.
