Rig adjustment

I'm looking for a rigger that could adjust my current character rig so I have more control over the character's collar. I just want to be able to bend and move the collar a bit in situations like the image I attached showing it interpenetrating the chin. Having control on the front part of the collar that's on the character's front half of the body is the most important but it would be nice to have some sort of control all the way around.
