subdivide, grab faces around the eyes, circularize component, grab the edges where the brows should be, move tool + ctrl + middle mouse drag to expand along normals. Sculpting tools to clean up.
if so, why not begin with what you've already built. Select the faces from the lower head, duplicate them, and that lets you begin from that same curvature you alreayd built
