Advice Requested on the creation of chipped slate tiles.

I have been trying to emulate the look of chipped slate roof tiles. They look like this, in real life:



I suspect the answer lies mostly in slope blurs set to min. So far I've tried blending together various different slope blurs of different intensities with slightly different perlin noises as the input, but I'm having a really hard to getting that chipped away layers look.

Is slope blur the right approach here, and what should I be using as slope? Do I have to chip away each layer individually, with its own slope blur node?



The other part that I think I'm doing a little better at so far is just adding more of that stepping across the surfaces:
