Zbrush question about projection

Hi everyone!
I have small and flat shape above of the some big and curvy shape, and I want to project small one to the bigger one.
I try to use Project all feature, but it doesn't work for me.
Here is the screenshot of my objects to clarify situation http://take.ms/io6wl
I can do it pretty fast with blender and goz plugin, but I want to understand why it doesn't work in zbrush, and how I can make it work?

I normally use 'project' when I wanna transfer details from mesh A to mesh B to create a mesh with ordered topology and not losing details. But I'm sure u know what I'm saying... right?
Or do u mean something else, is there any already done example that you can share with us?
