Why Can't I sculpt/Draw/Brush in a bigger "DrawSize" But I can do it in small "DrawSize??!"

Hello dear community
For example when I set the "Draw Size" bigger than ~39 I can draw and use brushes on the surface which I used dynamesh for filling the surface after cutting it with (Cntrl+Shift) using (SlicCurve & Lasso), But when I set it to lower like 17 I am not able anymore!!! What is the solution?!
Also the Color that I try to paint on is so LOW and looks so light, Even though I set the "Rgb Intensity" to "100"!!!
