Using a vertex blend material on top of a mesh with a normal map?

Im working on this Artstation challenge and I'm trying to figure out how to use a vertex blend shader on top of a baked normal map on a mesh?

I have some old splintered wood that I sculpted and baked. Now, in UE4 I want to have my tiling wood/moss/wet wood material on top of this worn wood mesh that has the normal map already on it so I can vertex paint. I can't seem to find any tutorials on this process, but I'm also not quite sure what I'm looking for in general. So searching has been a bit difficult. Does this need a second UV channel? Do I need to create a material function for this? A bit confused here. Thanks
