I'm sorry if this issue has already been mentioned here but I didn't find solution by searching.
I'm using Blender to model and Unwrap my model. Before I used 3ds max and textools to create smoothing groups by UV islands but don't seem to get it work in Blender. Is there a similar way to solve this baking issue and create smoothing groups according to UV islands? This is my model in Substance painter when baking maps.

As to your issue I baked Blender files in SP in about every possible configuration and never had any such problems, make sure your UVs are fine themself.
Anyway, just to be sure, do you happen to know Blender has an "Auto Smooth" option here....?
Be sure it's disabled, so that it won't interfere with your smooth groups.
As for the rest, I think frmdbl's answer should fix your issues.
Providing a bit more details on what you're trying to achieve model-wise could help, though.
Like, what does the high-poly look like and where are hard edges supposed to appear? Maybe the "auto smooth" function could actually help you, here.
