Environment Art Pack - How much stuff do you need for a "complete" set?

This is a question more for games with biomes or titlesets. Like for example a game has different zones or locations with very different environments. How many trees,rocks, and other doodads per zone or location do most artists make? What's the sweet spot do you create 5 trees or 10 trees? What about planes of grass, etc.

    As many as you have time to create, and technical requirements will allow.

    I realize that's not a very satisfying answer, but it's the only honest one.

    It's bad planning to just make piles of assets and assume they'll get used. It's better to block out the level, and create concepts or gather reference, and base the number of environment assets off that. If level designers haven't finished making the block out you could make a test environment. 

    Keep in mind that there are also memory and performance limits. So you can't have an unlimited number of unique tree models in a forest or 2000 different rock models in a desert.
