Always indicate your software in your title, when asking for specific solutions.
If you use Photoshop, each color can be a separate layer, and you can use a layer effect to add an Outer Glow, just match the glow color to your inner one.
Another handy way is with the Solidify filter plugin, but that has no controls really, other than you making holes where you want it to blend. But it does make very clean multi-colored blends.
@Obscura after importing textures into substance designer into the graph setup, would the output texture be resolution independent in SD? I understand the nodes are procedural.
