Hi. I wanted to know what is the base mesh they use to create these characters?(Daz, Fuse, or else?)
I worked with Daz but they have a limited license. I couldn't find if it come from there or not. Both model have similar Rig and texture UV like genesis models .
What is the base mesh so they edit that for creating new characters?

Can you show the wireframes? It really helps to show a "backface culled" wireframe, which only shows the front side. Easier to interpret the mesh flow when you're not seeing the rear wires too.
Most game developers use a custom mesh layout, and it's usually different in each game. There's often a good amount of reuse within the same game though. Especially if using a customizable character.
