Creating LUTs in Photoshop and saving them out as DDS

Hi all, hopefully someone will be able to answer this:

I'm trying to create a colour look up table (LUT) in Photoshop and save it out as a DDS.

However, the export process I'm following to create a LUT - only saves it out as a 3DL, CUBE, CSP or ICCp. 
I'm not even sure this is exporting properly anyway as whenever I apply the new LUT to an image using an adjustment layer, nothing changes.

Photoshop doesn't support DDS so I've installed the Nvidia plugin. But I'm hitting a wall of:

A. Creating a working LUT
B. Saving it as a DDS

Can anyone suggest anything? Thanks.
