Rig needed for 3D model for Japanese game

Hello all,
We are looking for someone who would be able to rig a model that has the same exact skeletal rig as the Unreal Engine 4 Mannequin, we need someone who is a professional rigger and understands the UE4 Mannequin as we are trying to aim to for animation retargetting.
We only need someone to make a very identical rig to the UE4 Mannequin as it would be much easier to retarget.
