Our game development team is currently working on an aquarium game for mobile platforms.
We require 44 textures "hand painted". All assets must be AAA Quality.
Some of the textures already exist and other need to be made up from scratch. For the rocks we want to standardise the look and feel. We want to offer our players a wide variety of rock styles while retaining one unified look and feel.
For the coral we are not happy with the existing texturing. We need textures that make better use of highlights, mid tones and shadows in the hand painted style. Each coral type requires 4 unique colour variations. Not just a basic HUE shift but a bit more effort.
Below is an example of the hand painted style we are using for our game.
We work using milestones. If we are happy with the quality of work, we will then provide you with the next milestone to complete and so forth.
The total budget for all of these textures is $500 USD.

I'd rethink your budget or scope of your project
