Any 3D software with animation capabilities would be able to make something like this, together with a video editing program.
The software is not the hard part, developing the skills and knowledge is the hard part.

Blender 3d has  video editing capabilities as well as 3D modelling, texturing and animation. Its free. Just google for a download link.
