Substance Painter: Trouble with baking texture maps (normals)

This asset is a hurricane lantern I've been working on and I started baking the low and high meshes in Painter and I've been running into issues with my maps. I swear, its probably some simple thing I've overlooked and/or forgot about, but I checked my UVs to see if there was overlapping and everything is in order. I also read some threads earlier about padding and dilation width and I did try increasing the dilation width on some tests, but it didn't work out. I also thought maybe the pieces were too close to each other, but I tried a version where I split them up to see what would happen and it was the same result. Anyway, any ideas?
