Substance Painter Mapping Troubles -problem solved-

Hello! I have been having some trouble getting Substance painter's texture baking to behave on this model.
I created a high and low poly version of the same model, and I'm trying to bake one to the other through Substance Painter, but it's giving me weird results.  Pics below:
So far I've tried:
-making sure both models are in the exact same place
-applying all the transforms so they're both at zero
-trying to fiddle with every baking setting.
-making sure the origin points are the same

I also baked out the Normals in Blender, and it works perfectly fine in Blender, here's a pic of that:

So I tried importing the Normals I made in Blender to Substance Painter, but that's still giving me weird results around my UV seams, here's a pic of that:
I know its not a UV problem because the map is applying fine in Blender, here's a pic of my low poly UVs;

Anyone have ideas on what could be causing this? Please let me know, and please let me know if you need any more information.
I'm using Substance Painter 2018.1.3
Both Models are .dae files
