HI everyone , I would like to know what techique in combine with respective software do I need to my workflow ? specially for games , PC target and Unity development.

as you can see, it is atlasing in ps for example, contains 4 block of texture, stone, concrete , grass and a asset for modular piecess.... the resolution is 2k in png... I can resize it to 256 x 256 in unity , and the loseness of quality is 20 to 30 % even in png.... I am using AA filter for 2 samples aroung... I do not know if it is a good practice this way of atlasing with normal mapping ( I am to lazy and this normal map is from photoshop, how ever the Normal mapping in Xnormal is almost the same quality).
