Hey guys,
Been having this issue since I switched to Max 2018 and have kind of lived with it but its starting to become a bit of a pain. I have added some gifs below to show what is happening but pretty much when I make a copy of an object or switch selection mode say from vertex to edge the UV lag up for a second.

Runs a garbage-collection routine
Frees up the memory allocated to bitmaps
Clears the Undo/Redo buffer. Be very sure the scene is as you want it before you invoke this function
Max tends to collect a lot of shit the longer it runs in a session. It's also a good idea to restart it every few hours(and sometimes restart the computer)
Since updating to 2018.4 I've been experiencing all sorts of lagging myself.

A lot of people have experienced a better performance by tweaking the Power Settings of your machine, like setting it to Performance mode on laptops, it's stupid. I have the same problems in Max 2018. I think 2019 has them too, though I haven't tried it myself. Get your shit together Max...
My specs are GTX 970, 16GB RAM, i5 4670K, Windows 10 up to date.
