3ds Max 2018 Can't change hotkey for snap to _________ toggle

I when I try to assign a hotkey to the red one it stays blank instead of having a "V"
The yellow one can be assigned a "V" but does nothing
That goes for the other snap to midpoint, face, endpoint etc
Can anyone help please?
