Hey folks, I former user in XSI and working in Maya past 2 years and Maya is a severe shortage of Quick Primitive Creation from poly, edge and vertex normal. I know few ways how I can do it inside Maya, but it needs a lot of click-clack and I hope Maya have an easy way to do it.

How about using the interactive creation setting under Create>Polygon Primitives.
If you want to snap it to a face,edge or point, the regular snapping options in Maya works. For instance creating a Cube on top of a sphere.
But looks like Interactive Creation don't use live object axis and it cannot be changed. I wrote about this issue in this thread.
You can align already created primitive to object's components (vertex, edge, face) with "Snap Align Objects to Component" (Maya BonusTools). I think that it can be combined with primitive creation in one tool, but I don't know MEL...
